Okay, So I don't know how often I will propose unpublished villains for PE, but after reading what Beerus from Dragon Ball was originally going to be, I felt the need to do this. Now given the circumstance with this being an unused script, I have to work with the resources I have available.
Who is Beerus? What has he done?[]
Beerus is the God of Destruction. However, he takes absolute sadistic pleasure in twisting the morality of others. He was responsible for the Saiyan race turning evil by infecting them with a virus (which is where his name actually comes from, not the alcoholic beverage like we all thought), making him responsible for the past events with them.
He crashes Krillin and Android 18's wedding to cause havoc on earth for his own pleasure. Recognizing Goku as a Saiyan, he turns all of Goku's friends against him for his own amusement, forcing Goku into having to fight for his life against this new lizard deity (yes, lizard, not cat).
Moral Agency?[]
Given that he is still a deity, I am pretty sure he was planned to have a moral agency like he does in the final product. The main difference is that this Beerus is a lot more sadistic than what we got.
Mitigating Factors?[]
As far as I can tell, there is no Whis accompanying this Beerus, so he doesn't really have a right-hand companion that he cares for.
While the Beerus we treated destruction as a job and was shown to blow up planets casually and quickly, this Beerus seems to prefer having the destruction of planets be at the hands of it own inhabitants given he was responsible for Saiyans.
So yeah. This Beerus definitely does not have the redeeming qualities of his final concept.
Heinousness Standards[]
Now this is the tricky bit, because even before Super, Dragon Ball already had some very high standards with a majority of pure evils that we got literally destroying planets. However, Beerus manages to make it as it is made clear that he does still destroy planets, but he does it differently, choosing to have the destruction be slow and painful not only for the inhabitants he corrupts, but also to other planets, since his corruption of the Saiyans made it where they went on to conquer other planets. While the previous villains have shown sadism themselves to where Frieza had forced others to conquer planets for him, Beerus seems to only care about destruction and corrupts other to conquer planets not for him but just to get some entertainment from seeing multiple worlds burn.
And given that Zamasu likely wouldn't exist if we had gotten this Beerus, that means he would really only have pre super pure evils to compete with.
Conclusion[]
While the Beerus we got would be an instant no, this Beerus is a possible yes.
