The Scavengers, also referred to as the Fallen Soviet Empire, were set to be major characters in the cancelled game Command & Conquer: Renegade 2. It's unknown if they would've been the protagonists or antagonists of the game. They are a scavenging culture that emerged after Soviet Union's defeat in Red Alert 2, and a precursor to the Tiberium series' incarnation of the Brotherhood of Nod.
Overview[]
Renegade 2 was once going to bridge the Red Alert and Tiberium subseries of Command & Conquer into a single, more coherent timeline. At some point after Red Alert 2, the Scavengers would emerge from the fallen Soviet Union, scavenging and utilizing the leftover Soviet tech for their own needs. They would have eventually evolved into the backbone of the Brotherhood of Nod's armed forces, leading into Tiberium Dawn.
Equipment[]
Scavengers' equipment is mostly rusty and broken down, due to them recycling what was left of a once mighty power. They still use iconic Soviet vehicles, such as the Mammoth tank and Kirov airship. They have refineries to produce raw materials for the Brotherhood, and military barracks to train troops. The latter have pieces of broken Soviet statues installed into them, which would eventually evolve into Hands of Nod.

- As revealed in Red Alert, the Brotherhood of Nod planned to use the Soviet Union to empower themselves before discarding them. The Scavengers' symbol being a sickle merging into a scorpion's tail is a reference to this.
- It's possible that the Scavengers operated in other World Socialist Alliance nations as well, given the presence of Nod's forces in locations like Africa during Tiberium Dawn.
