The script described it as very intelligent as after eating an general and assimilated him, he took advantage of Godzilla's weakness to an special fluid that puts him to sleep.

Production[]
Originally during production Toho offered Mothra or King Ghidorah to be Godzilla’s opponent but didn’t wanna spend on licensing so they decided to create their own opponent for Godzilla to fight where they got the Gryphon
However due to not agreeing with the budget the film was stuck until Rolling Enward agreed to direct on the condition of creative freedom for smaller money and so it ended with the Gryphon discarded and to have Godzilla be the main antagonist instead.
Godzilla (1994)[]
The Gryphon was originally created by an unnamed hostile alien race to wipe out all life on Earth and colonize it but the advanced Atlantans counteracting the creature with their own monster creation Godzilla who was put onto suspended animation until it’s arrival.
