It started in 1983 when Steve Miner approached approached Toho to make an Godzilla film and manage to strike an deal with the studio and began looking for an studio to make the film as he had Fred Dekker to write the script and William Stout to do concept art, however the former wasn't an fan of Godzilla and saw the films "cheesy" so he tried to make the film interesting in parts where Godzilla wasn't in it by using James Bond and various Steven Stelberg films. Steve Czerkas would make an teaser poster of Godzilla destroying the Golden Gate Bridge with his atomic breath and Dave Stevens would do more design storyboards of Godzilla. Rick Baker would be hired to make an animatronic Godzilla, Jim Danforth to do stop motion, David Allen being animation team leader. Bids wanted help from ILM and Dream Quest. Miner also wanted the film in 3-D and while Jon Peters and Keith Barish seem interested the film but was projected to cost $30 million that drove away smaller studios off.
He tried to approached to the major film studio at the time but however to it being during a time when Godzilla wasn't an icon and well known in America, all the major studios didn't wanna waste on what they think was an "children's film" here when Miner eventually gave trying since every major studio rejected him.
