The Consul is a cut character from Half-Life 2 and was originally supposed to be the main antagonist of the game. He is the predecessor to Wallace Breen and is a human male who collaborates with the Combine and serves as the consul and ruler of Earth acting on behalf of the Combine. He appears in the Half-Life 2 beta as the main antagonist, though his model was used for some civilians in the final product.
Overview[]
During the original draft for Half-Life 2, the Consul was the word used to refer to Doctor Breen and was a slightly different character. Like Breen, he would serve as the administrator of Earth under the title of consul and is the main human representative to the Combine Empire with his administration being based in City 17 (which was originally supposed to be in an American city based upon its early designs).
In the early draft for the game, the Consul was designed to look more like Big Brother from George Orwell's Nineteen Eighty-Four book and was the oppresive symbol of Combine rule over Earth which matched the more gritty and Orwell-inspired tone and aesthetic of the game early on in its production. The Consul was obsessed with acquiring immortality and would modify his body with Combine artificial life-support technology to extend his life. During his broadcasts, only his head would be shown so his modified body remained out of the public eye. His broadcasts were proceeded by a distorted tone that sounds somewhat like an airport notifcation.
Throughout the game, the extent to which his body was modified would be hidden only until the game's end when the protagonists see his true physical body.
Trivia[]
- The Consul was to be seen in a slideshow from Eli Maxwell at the foot of a tower, wearing a headset, hands raised to Combine dropships as he proclaims Earth's surrender.
- There was originally supposed to be posters of the Consul on the train in the game's opening sequence with his face having an owl-eyed expression looking down at passangers. The posters would say "The Consul says...relax" and "The Consul says...report".
