Baron Helmut J. Zemo is the antagonist for the Mad Bomb storyline of Captain America 3 before converting into Captain America: Civil War. He is also planned to feature in the post-credit scene of Thunderbolts*/The New Avengers before the plan is scrapped.
Baron Zemo is the one responsible for the creation of a powerful mind controlling device known as mad bomb. Where he detonated in the crowd and turning people into angry mobs.
He is played by Daniel Brühl.

Captain America 3[]
Like the final draft of the film, Baron Zemo was the main antagonist where he would detonated the mad bomb in the public, turning innocent civilians as well as heroes like Falcon and Black Widow into angry mobs. Ultimately, Captain America would forcefully shut down the device to reverse its effect, Baron Zemo would be captured.
Thunderbolts*/The New Avengers[]
Due to Baron Zemo’s association with the team in the comics, he was originally going to be featured in Thunderbolts* as a "Keyser Söze" type character who would have appeared in the film's end tag. He was quickly removed once the writers, Eric Pearson and Joanna Calo, realized that he didn't fit the narrative.
Trivia[]
- It is uncertain if the original version of Baron Zemo is going to be German like his comic self or Sokovian like his final counterpart.
- One ending of Captain America: Civil War suggests all the heroes resolved their conflict and take down Zemo and his army of Winter Soldier together. However, Russo Brothers disagree with this management. Leading to an alternate ending where Iron Man and Captain America fight in the end.
- Early Concept art depicts Baron Zemo wearing a purple mask and wielding a sword just like his comic book counterpart. While his purple mask is shown to be worn in The Falcon and the Winter Woldier, his sword is no where to be seen.
