Alvaro Montalban was set to be the main antagonist of the video game RICO - Terror in the Tropics, an early version of Just Cause. He is the ruthless dictator of San Esperito who produces drugs and atomic weapons, and who the main protagonist is chosen to help overthrow.
Biography[]
It's unknown when and how Montalban became the president. However, his rule was marked by the military's brutality towards the residents. The president also declared that all fields would be used to grow either food for him and his army or narcotics. He also experimented with atomic weapons and nerve gases to feel more powerful, and put senator Jose Caramicas, who was popular with the people, in prison.
As all agents of the CIA and the San Esperitan government-in-exile who attempted to infiltrate the country were killed, and they feared that a full invasion would prompt the military to kill Caramicas, they chose Rico Alvarez, a San Esperitan-born Formula 1 racer convicted for multiple crimes, to be sent into the country and help overthrow Montablan.

- In the final game, Alvaro Montalban was replaced with Salvador Mendoza. Like Montalban, Mendoza develops nuclear weapons and has ties to drug trafficking, but he's not known to utilize nerve gases.
